Program Manager

The Outpatient ACT Program Manager establishes, administers and directs the program of assertive community treatment (ACT), a self-contained clinical team which assumes responsibility for directly providing needed treatment, rehabilitation and support services to identified clients with severe and persistent mental illnesses. Supervises and evaluates the multidisciplinary team in conjunction with appropriate psychiatric support to ensure service excellence and courteous, helpful, and respectful services to program clients. Oversees all activities assuring quality clinical services, staffing, budget and achievement of fiscal goals. Provides clinical supervision and is responsible for managing and overseeing the day-to-day operations of the ACT Program. Functions as a practicing clinician on the team.

- Conducts clinical assessment and provides direct clinical treatment, rehabilitation, and support services to client
- Performs on call duty for crisis intervention and for staff supervision and consultation
- Direct the day-to-day clinical operations of the ACT team including scheduling staff work hours to assure appropriate coverage for day, evening, weekend, and holiday shifts and on-call hours; lead the daily organizational staff meetings and treatment planning meetings; continuously evaluate the status of clients and does appropriate planning and coordination of treatment activities to ensure immediate attention to their changing needs
- Directs and coordinates the client admission process and treatment, rehabilitation, and support services of the program in coordination with the Psychiatrist. Develop and coordinate the initial assessment and initial treatment plan; assign the most appropriate staff; and provide clinical supervision of the development of the comprehensive assessment and the treatment plan for each client
- Directs and coordinates for each client, the comprehensive assessment of psychiatric history, mental status, diagnosis; physical health and mental health, sue of drugs or alcohol; education and employment; social development and functioning; activities of daily living; and family structure and relationships
- Participate in staff recruitment, interviewing, work assignments, and orientation and performance supervision according to work rules, regulations, and policies; assist with staff orientation and training; and participate in student training
- Assist Outpatient Services (OPS) Program Manager in supervising medical records assuring maintenance of the medical record in compliance with agency policies, Medicaid and other third party payment requirements; train staff on medical record requirements; regularly review client assessments; treatment plans, and progress notes written by the staff; and supervises individual staff for medical records mastery
- Assists OPS program manager in carrying out and documenting quality assurance activities and reviews of use of program services
- Assists OPS Program Manager in developing and maintaining program policies and procedures and revise as necessary.
- Initiate and maintain relationships, in coordination with other staff, with law enforcement and other human services agencies, and with informal community resources
Supervisory Responsibilities |
- Carries out supervisory responsibilities for the Client Support Services Outpatient ACT Program in accordance with Hamilton Center’s policies and applicable laws.
- Responsibilities include interviewing, making hiring recommendations, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- This position directly supervises the Dispatcher, Therapist, Addictions Counselor, Community Nurse, Case Managers and Employment Specialist positions on the ACT Team.
Minimum Qualifications/Requirements |
- Master’s degree in mental health field. Doctoral degree preferred
- Licensed or certified according to the laws of the State
- Strong clinical skills and experience providing treatment to persons with severe and persistent mental illnesses
- Demonstrates ability to provide supervision and program management
- Must have a clear understanding of the characteristics and problems of adults with severe and persistent mental illnesses
- Good written and oral communication skills
- Good interpersonal skills
- Willingness to use personal transportation in work capacity
Certificates, Licenses, Registrations |
- Valid Driver’s license in accordance with motor vehicle policy
- Licensed in the State of Indiana preferred
- Maintain current Crisis Prevention Intervention (CPI) certification
- Maintain current CPR/First Aid certification
- Prolonged periods of sitting, standing or walking.
- Tolerates temperature variances
- Gets into and out of a car
- Frequent lifting up to 25 pounds.
- The office-based work is normally performed in comfortable physical environment; however, the majority of work is done in the public sector and in clients’ homes with varying conditions
- Requires some evening and week end work
- Type of work implies mental demands and emotional stress
- Satisfactory reference and background investigation checks
- Completion of a pre-employment drug screening and completion of post employment drug or alcohol tests upon reasonable suspicion of use
- Completion of tuberculin screening no later than three days prior to first work day of employment and annually thereafter
- Completion of Center-wide new employee orientation and ALL required paperwork prior to reporting for work
- Completion of Total Quality Management training within first six months of employment
- Attendance at all mandatory staff development & training
- Successful completion of a six month on the job orientation period
- Participation in payroll electronic deposit
- Demonstrated computer literacy through successful completion of pre-employment testing may be required
- Adherence to Compliance Program Plan
