2006 Fiscal Year Service Highlights

  • Fully implemented a windows-based Behavioral Health Management Information System (BHMIS) called Profiler. This system will serve as an electronic medical record.
  • Held the 15th Annual Sheriff’s Shootout Golf Classic, with proceeds going to Hamilton Center’s Child and Adolescent Services and Healthy Beginning’s programs.
  • Three Hamilton Center Staff participated in the first state disaster deployment to Biloxi, MS in the aftermath of Hurrican Katrina; contributing a team leader and a clinical director.
  • Expanded facilities in Vermillion, Clay and Sullivan counties.
  • Relocated Spectrum Services into a new building at 1616 Wabash Avenue.
  • Clay County office has increased case management staff from 3 to 15 from 2004 to 2006.
  • Partnered with Clay Community schools to provide mental health/behavioral services to a new day treatment program and developed KFC (Kids, Families, Community) which is a Full Purpose Partnership School venture in three elementary schools.
  • Expanded Intensive Outpatient and Relapse Prevention Programs to include daytime and evening groups in Clay County.
  • Recipient of the Family Friendly Business Award through the Terre Haute Chamber of Commerce.
  • Addictions group home celebrated a successful one year anniversary with 84% of the 164 clients enrolled graduating. 84% of those graduating from the program have not been re-arrested within six months following discharge of the 28 day program.
  • Indianapolis Client Support Services was awarded a grant from Learning Well, Inc. The grant funds two Hamilton Center Therapists to provide behavioral health services to selected schools in Marion County.
  • Assertive Community Treatment team relocated to 88 Wabash Court.
  • Received three year accreditation from Joint Commission on Accreditation of Healthcare Organizations.
  • Opened a ten bed Sub-Acute Unit in Vigo County.
  • Hamilton Center managed a state-wide immediate services grant for the Crisis Counseling Program for Hurricane Katrina evacuees in Indiana.
  • Putnam County received two community grants from the Putnam County Coalition Against Substance Abuse program. The grants will help with prevention, intervention and education of addictions issues in the county.
  • Received United Way funds for Collaborative Family Treatment and Healthy Beginnings’ programs.
  • Renewal of First Steps, Early Head Start and Healthy Families grants.
  • Awarded Project Aftermath Disaster Training Grant.
  • Fully involved in Task Force 7 Emergency Management Team serving an eight county region.
  • Expanded school services in Sullivan County by providing case management and/or therapy services in 7 of 10 schools.
  • Participated in the 2nd Annual Sullivan County Kids Fair which had an estimated 2300 participants.
  • Implemented an electronic training system available to all staff called E-Learning.
  • Spectrum Services received three year accreditation from CARF (Commission on Accreditation of Rehabilitation Facilities).
  • Partnered with State Farm Insurance, Terre Haute Fire Department and Vigo County Prosecutor’s office to create an educational video (“Arson Burns”) about teenagers and arson.
  • Involvement in the Owen County Drug Court.

Hoosier Assurance Update

The Hoosier Assurance Plan (HAP) is the State of Indiana's program for funding public behavioral health services. It was effective July 1996 for those with chronic addiction problems; July 1997 for children with serious emotional disturbances; and July 1999 for adults with serious mental illnesses.

We feel the HAP is significantly underfunded to met the needs of the population. Hamilton Center continues to provide services to people who are "unfunded." Although our organization is under no obligation to provide services beyond those being reimbursed by the State, our Mission drives us to continue to provide services to those in need in our community as resources are available.

In fiscal year 2006, Hamilton Center served 6,541 clients who were HAP eligible. Of those clients, 2,723 were paid for by the State of Indiana; 3,818 clients received services for which there was no reimbursement.
