2007 Fiscal Year Service Highlights
- Vigo County Addiction Services provided on-site addiction services at Vigo County Community Corrections Work Release Center
- HCI Vermillion County partnered with the Vermillion County Tobacco Coalition and to provide tobacco cessation programs to Vermillion County businesses
- A Hospitalist was appointed to HCI Inpatient Unit to help better manage the demand for outpatient psychiatry services
- Celebrated Mental Health Month with 1st Annual Cookout; proceeds benefited Vigo County Partial Hospitalization Program
- The 16th Annual Sheriff’s Shootout golf tournament raised money for HCI Children Services
- HCI partnered with the Indiana State Department of Health and Union Hospital’s Richard G. Lugar Center for Rural Health to create and underwrite a video to educate our Indiana communities for a possible pandemic influenza outbreak
- Hamilton Center was eminently involved in Task Force 7; six HCI staff successfully deployed to the Vigilant Guard exercise
- Presented sessions on Bi-Polar and Prescription Drug Abuse at 12th Annual Mini Medical School
- Corporate sponsor of the Junior Mental Health America Program
- Corporate sponsor of the Terre Haute Street Fair
- ISU Department of Social Work and Hamilton Center continued to partner on continuing education programs for mental health professionals

- HCI Clay County partnered with the Clay School Corporation and the Kids, Family, Community program to provide school and community resources to at-risk children
- The Sub-Acute Unit celebrated a successful first year
- HCI Putnam County provided addiction services as part of a grant to fight meth in Putnam County
- HCI’s Assertive Community Treatment (ACT) program celebrated five years
- Implemented a Telehealth Program to the Vigo County Jail and West Central Community Hospital as part of a community grant
- Vigo County’s Partial Hospitalization Program celebrated 10 years
- HCI Greene County (Bloomfield) was approved for the SOC/Wraparound Grant
- HCI Hendricks County expanded case management services, increased psychiatric services and expanded services to Cascade High School for at-risk youth. In addition, substance abuse services for male inmates at the Hendricks Co. jail were added to the existing services already being provided to the female population
- Early Head Start completed a successful tri-annual Federal review for a Blue Ribbon Certification
- First Steps successfully assumed responsibility for Service Coordination in 11 counties
- Healthy Families was awarded a United Way Highlighted grant to begin a Happiest Baby on the Block program
- Healthy Beginnings changed its name to Infant & Toddler Services
- CSS-Indianapolis Outpatient Services continues to expand its services to Marion County area schools through the Learning Well Grant
- CSS-Indianapolis Partial Hospitalization Program continues to expand its services in the extended care facilities in the Indianapolis area
Hoosier Assurance Update
The Hoosier Assurance Plan (HAP) is the State of Indiana's program for funding public behavioral health services. It was effective July 1996 for those with chronic addiction problems; July 1997 for children with serious emotional disturbances; and July 1999 for adults with serious mental illnesses.
We feel the HAP is significantly underfunded to met the needs of the population. Hamilton Center continues to provide services to people who are "unfunded." Although our organization is under no obligation to provide services beyond those being reimbursed by the State, our Mission drives us to continue to provide services to those in need in our community as resources are available.
In fiscal year 2007, Hamilton Center served 6,110 clients who were HAP eligible. Of those clients, 2,953 were paid for by the State of Indiana; 3,157 clients received services for which there was no reimbursement.
